This round marked the largest number of Invitations to Apply (ITAs) issued for CEC in over the past 16 months. The cut-off score dropped to 520, breaking the recent stagnation where scores had remained at 533–534 for five consecutive draws. This is considered a meaningful turning point in the trend.

 

In addition, CEC’s share of total Express Entry invitations in 2025 has increased significantly from 26% to 31%, indicating a stronger policy focus on candidates with Canadian work experience.

 

🧐 Conclusion: High Scores Remain, but Strategic Opportunities Are Emerging
While a score of 520 is still relatively high, the sharp increase in ITA issuance and the growing weight of CEC in overall Express Entry draws suggest a realistic possibility of further score declines in future rounds.

First Express Entry (EE) Draw of December

 




The first Express Entry (EE) draw in December has been conducted, targeting Provincial Nominee Program (PNP) candidates.

 

📌 Draw Results

• Number of ITAs issued: 1,123

 

📌 November EE Trend Analysis

During the month of November, a total of 12,991 ITAs were issued.
This number reflects a very active EE process compared to:

  • November 2023, when no draws were conducted, and
  • November 2024, when only 5,507 ITAs were issued.

Based on the volume of ITAs alone, November this year can be considered one of the most active periods for Express Entry in recent years.

 

📌 High CRS Scores Remain a Major Challenge

However, the biggest challenge for many candidates continues to be the high CRS cut-off scores.

As of December 7, the distribution of candidates in the CRS pool shows that 27,096 candidates fall within the 501–600 score range.

For comparison:
• 2023 (same period): 5,457 candidates
• 2024 (same period): 12,312 candidates

This clearly indicates that competition among applicants is more intense than ever.

 

📌 Outlook for the Future

It is cautiously expected that competition may ease starting in 2026.
This outlook is based on the government’s indication that economic immigration, particularly EE and PNP, will become more active in the coming years.

The latest round targeted the French Language Proficiency category.

📈 What This Means — Overwhelming Preference for French-Speaking Candidates
As of 2025, a total of 42,000 ITAs have been issued under the French category, accounting for 45% of all invitations issued this year.
This makes it the largest category by far, significantly surpassing the next-largest group, the CEC category (26%).

🎯 Eligibility for the French-Language Proficiency Category
• Meet general EE eligibility (CEC, FSW, or FST)
• Achieve NCLC 7 or higher in all four French language skills

🧐 Bottom Line — If You Have Strength in Languages, French Is Your Best Strategy
This year, CRS cut-off scores for French draws have dropped as low as 379, and the most recent draw stood at 408.
In other words, French proficiency has become one of the most powerful factors for securing an EE invitation.
