🚨 BC PNP 2025: Limited Openings, Strategic Focus

 




The B.C. Provincial Nominee Program (BC PNP) will operate under reduced capacity in 2025β€”only 4,000 nomination spots, down 50% from last year.

 

With over 5,200 applications already submitted, only 2,900 will receive nominations this year.

The remaining 1,100 nominations will go to select new applicants in the following priority areas:

βœ”οΈHealth Authority workers
βœ”οΈ Entrepreneur applicants
βœ”οΈ High economic impact skilled workers

❌ General and priority ITAs are paused for 2025, but a few high-impact candidates (~100) may still be invited.

πŸ“’ April 14, 2025 Express Entry Selection – PNP Target Selection

 




On April 14, there was an EE selection for PNP targets.

 

Details announced this time:❣️

βœ… Cut-off score: 764 points

βœ… ITA issued: 825

 

This was the first EE selection after the additional points for AEO (Job Offer) were removed from EE CRA.

 

However, this selection was for PNP targets that were not affected by AEO scores.

825 ITAs were issued, and the cut-off score was 764 points.

 

This selection was the first since the previous selection on March 21, and also the first selection in April.

 

It is still very difficult to predict the future direction of EE. Various variables continue to arise, and things are not proceeding in an orderly manner. In the midst of this, there is growing interest in how this year's category selection will continue.

MPNP Selection on Apr 3.

 






Provincial Nominee Programs (PNPs) in Canada have received only 50% of their allocations compared to last year.
As a result, many provinces have either halted their PNP processes or are proceeding very slowly. In fact, several provinces have yet to conduct any selections at all, or are taking a very passive approach to the process.

 

In the case of Manitoba’s PNP (MPNP),
9,540 cases were processed in 2024, but only 4,750 cases have been allocated for 2025. Despite the cut, Manitoba remains relatively more active in issuing invitations compared to other provinces. However, due to the cap, the number of invitations remains quite limited, resulting in significantly higher cut-off scores.

 

If 4,750 is the annual quota for this year, then an average of 396 cases can be processed monthly. Taking into account rejections and withdrawals, over 500 invitations may need to be issued each month. However, only 325 invitations were issued in January, 117 in February, and 219 in March.

 

While Manitoba is also being cautious, its relatively frequent draws still make it stand out among the provinces.

 

On April 3rd, only 4 invitations were issued β€” the lowest number so far this year. These invitations were issued under the Skilled Worker Overseas stream as part of the MPNP’s Strategic Recruitment Initiative.

 

This stream targets candidates currently working overseas in occupations that Manitoba has identified as in-demand. These individuals must receive a direct invitation from a recruiter officially designated by the province.

Unemployment Rate Threshold for Low-Wage LMIA Applications

 



There have been significant changes to the regulations surrounding the LMIA (Labour Market Impact Assessment) process. One of the biggest updates concerns Low-wage LMIA applications.

 

There are now specific conditions under which the government will refuse to process an LMIA application. One key factor is the unemployment rate in certain regions. In cities classified as β€œMetro Areas,” if the unemployment rate is 6% or higher during a given period, Low-wage LMIA applications cannot be submitted at all.

 

To manage this process more effectively, the Canadian government now publishes regional unemployment rates that serve as a benchmark for LMIA eligibility. These rates remain in effect for a full three months.

 

Today (April 4), the new set of unemployment rates was released and will be valid until July 10. In cities where the rate is 6% or higher, Low-wage LMIA applications are not allowed during this period.

 

According to the announcement, unemployment rates are relatively high across the board, which means many cities are now ineligible for Low-wage LMIA submissions.

 

If you're preparing an LMIA application in one of these cities and your position is classified as Low-wage, it's important to recognize that applications will not be accepted until after July 10. You’ll need to consider alternative strategies.

SINP – 2025 JAF Closed

 




Just one week after the announcement on March 27, the CAP for specific occupations in the SINP's JAF (Job Approval Form) has been fully filled.

 

As a result, for the remainder of 2025, JAL (Job Approval Letter) applications for Accommodations and Food Service, Retail Trade, and Trucking sectors will no longer be accepted. However, other occupations can still proceed with JAF.

 

In the news update from SINP on March 27, it was mentioned that "JAL issuance is not possible if the total allocation for SK exceeds 25% for Accommodations, Food Services, Retail Trade, or Trucking sectors."

 

In other words, if the allocation for this year, which is 3,625 people, exceeds 25% (907 people), candidates in the above sectors will no longer have the opportunity to proceed with JAL. This means that 907 JAL applications for these sectors were submitted within a week.

 

Those who planned to proceed with SINP this year in these positions but have not yet received JAL will have their plans postponed to next year. In such cases, your work permit may also be an issue. Please check the validity of your work permit.

Working Holiday Work Permit Result Update.

 




To be more precise, this case did not receive a Work Permit but a document called a Letter of Introduction. He can enter Canada within a year with this document and convert it into a Work Permit.
