We would like to inform you about the
updated content on the IRCC website related to PGWP as of March 10th.
Now, international students who graduate
from a bachelor's program at a college and receive a bachelor's degree no
longer need to meet specific field of study requirements to obtain a
Post-Graduation Work Permit (PGWP) after graduation.
Previously, graduates of bachelor's programs
at universities were exempt from these field of study requirements, but
graduates of bachelor's programs at colleges were not.
From November 1, 2024, new field of study
requirements were applied to international students who first applied for a
study permit and graduated from a college, requiring them to graduate from
programs related to labor market shortages to receive a PGWP.
However, from March 2025, graduates of
bachelor's programs from colleges do not need to meet these field of study
requirements.
However, all graduates who are not graduates
of bachelor's or higher programs from other colleges, polytechnics, or
non-university programs must meet the "field of study" requirements
for PGWP eligibility.
Additionally, all graduates applying for
PGWP after November 1, 2024, must meet new language proficiency requirements
regardless of their field of study and degree.
A bachelor's degree in Canada typically
takes 3-4 years, and educational institutions must meet the standards and
definitions of the provincial government. When applying for PGWP, IRCC officers
will verify the eligibility criteria related to the type of degree obtained and
consider the date of the initial study permit application.
All graduates applying for PGWP after
November 1, 2024, must meet new language proficiency requirements. Bachelor's,
master's, and doctoral degree holders must demonstrate Canadian Language
Benchmark (CLB) level 7 for English and Niveaux de compétence linguistique
canadiens (NCLC) level 7 for French.
Other university program graduates with a
bachelor's degree or higher must meet the same language proficiency
requirements, while graduates of other college, polytechnic, or non-university
programs with diplomas or certificates must demonstrate CLB or NCLC level 5.
Graduates who still cannot receive a PGWP
include:
- Those who have already received a PGWP
- Those who studied English or French as a second language
(ESL courses)
- Those who took general interest or self-improvement
courses
- Those who received funding or scholarships from Global
Affairs Canada with the condition of returning to their home country after
graduation
- Those who completed more than 50% of their program
through distance learning (online courses)
- Those who completed a program at a non-Canadian
institution located in Canada
- Those who completed a program that is not eligible for
PGWP
These changes are expected to provide more
opportunities for international students who have completed their studies in
Canada, particularly benefiting graduates of bachelor's programs at colleges.
