The Government of Canada has retroactively
lifted the hiring cap that applied to the Hospitality (NAICS 72) and Trucking
(NAICS 484) industries, effective March 27, 2025.
From now on, employers in these two
industries can hire foreign workers without being restricted by hiring limits,
ensuring greater flexibility in securing the workforce they need.
As mentioned above, this measure is
retroactive, which means that employers whose Certificate of Registration (COR)
renewal was denied due to the hiring cap will now have another opportunity.

opportunity for employers struggling with labor shortages.
👉 You can now legally
hire skilled foreign workers right away.
However, please note that employers in these
industries (hospitality, food services, and trucking) must still meet the
minimum annual revenue requirement, which is based on the number of full-time
employees. (Two part-time employees are considered equivalent to one full-time
employee.)
