SINP – 2025 JAF Closed

 




Just one week after the announcement on March 27, the CAP for specific occupations in the SINP's JAF (Job Approval Form) has been fully filled.

 

As a result, for the remainder of 2025, JAL (Job Approval Letter) applications for Accommodations and Food Service, Retail Trade, and Trucking sectors will no longer be accepted. However, other occupations can still proceed with JAF.

 

In the news update from SINP on March 27, it was mentioned that "JAL issuance is not possible if the total allocation for SK exceeds 25% for Accommodations, Food Services, Retail Trade, or Trucking sectors."

 

In other words, if the allocation for this year, which is 3,625 people, exceeds 25% (907 people), candidates in the above sectors will no longer have the opportunity to proceed with JAL. This means that 907 JAL applications for these sectors were submitted within a week.

 

Those who planned to proceed with SINP this year in these positions but have not yet received JAL will have their plans postponed to next year. In such cases, your work permit may also be an issue. Please check the validity of your work permit.

 

You need to be even more cautious and plan carefully for Canadian immigration.

Working Holiday Work Permit Result Update.

 




To be more precise, this case did not receive a Work Permit but a document called a Letter of Introduction. He can enter Canada within a year with this document and convert it into a Work Permit.

SINP – Cap Application (Response to the 50% Reduction in the 2025 SINP Allocation)

 




Starting this week, SINP has been approving previously submitted JALs. This indicates that the temporary suspension of JAL processing announced on February 28th has ended.

 

Additionally, SINP is sending mass emails to employers registered with SINP.

 

On March 27th, new updates were posted on the SINP webpage.

These updates include new regulations regarding JAL (Job Approval Letter) and Certificate of Registration (COR).

 

Based on these comprehensive activities by SINP, the following conclusions can be drawn:

 

The email sent to employers includes the following content:

"The federal government has limited the SINP nomination allocation to 3,625 individuals. This is half of last year's allocation of 7,250.

 

Furthermore, 75% of the new SINP nominations must be allocated to temporary residents within Canada. This will impact international recruitment in Saskatchewan.

 

Considering these factors, SINP has established several new regulations to smoothly implement the current situation.

 

Starting March 27th, SINP will only process applications for candidates within Canada, except for those in the Healthcare, Agriculture sectors, or skilled trades.

 

Additionally, there will be restrictions on JALs.

JAL processing will also be limited to candidates within Canada, except for those in the Healthcare and Agriculture sectors.

 

For sectors such as Accommodations, Food Services, Retail Trade, or Trucking, JAL issuance will not be possible if the total allocation for Saskatchewan exceeds 25%.

In other words, if the allocation for this year exceeds 907 individuals (25% of 3,625), there will be no further opportunities for JAL processing for candidates in the above sectors.

 

SINP will also start imposing restrictions on COR.

Starting March 27th, new restrictions will apply to employers in the hospitality (NAICS 72) and Trucking (NAICS 484) industries. For COR eligibility, employers in these industries must meet the minimum revenue requirement and limit the hiring ratio of foreign workers to 30%.

For the CAP calculation:

The limit is 30% of the total full-time employees (full-time employees count as 1, part-time employees count as 0.5).

 

This includes all employees except Canadian citizens and permanent residents. This means it includes employees with work permits through LMIA, those working with study permits, working holiday work permits, PGWP, and open work permits and more.

 

If the CAP is exceeded, COR applications cannot be submitted, resulting in the inability to proceed with SINP. Therefore, this is a very important variable.

LMIA Bonus Points Removal

 




As of March 25th, IRCC's EE CRS system has been updated. This is the implementation of the content that IRCC has been continuously announcing since the end of last year.

 

Previously, there were 200 or 50 points for having a valid job offer among the additional points elements of CRS.

 

This amended provision applies as follows:

For candidates already registered in the EE pool who have not yet received an ITA, the additional points for the relevant element added at the time of registration will be deleted.

 

For example, if a candidate had 490 points at the time of registration, with 50 points added due to LMIA, the CRS will be 440 points as of today, with the 50 points deleted.

 

In the process of registering in the EE pool in the future, no additional points will be given for the presence or absence of a valid job offer. This morning, when simulating on IRCC's CRS score calculation site, it was confirmed whether a job offer was received, but the additional points for the job offer were not shown on the page confirming the score.

 

However, those who received an ITA before today or those who have already submitted PR documents after receiving an ITA are not affected by today's changes.

 

It has not been fully confirmed whether the scores of individual candidates registered in the EE pool have been processed and reflected in the new scores, but according to government officials, "It may take a few days for candidates’ new scores to show correctly."

 

Realistically, candidates registered in the EE pool but have not yet received an ITA should consider their scores without the additional points received for a valid job offer.

Home Care Worker Annual Application Quantity Forecast Announcement

 




March 22, Saturday: We are pleased to inform you of the updates in the federal government's gazette.

 

Home Care Worker Immigration Pilot (Child Care and Home Support) has been updated.

 

The notable points are as follows:

 

First, this Pilot will start accepting applications every year on March 31 and will continue until March 30, 2030.

Second, the annual application receipt plan has been announced.

 

As you all know, the Home Care Worker Immigration Pilot is divided into two classes according to occupation, and each stream receives permanent residence applications separately.

Each stream is also divided into applications within Canada (Stream A) and applications outside Canada (Stream B), and the number of permanent residence applications has been planned accordingly.

 

Each Stream is slightly ambiguous in its criteria and is divided into two categories for application receipt planning.

 

The specific details are as follows:

First, Child Care Class

 

March 31, 2025 – March 30, 2026

A total of 2,610 cases are expected to be received.

Stream A online receipt is expected to be 2,350 cases.

Stream A non-online methods are expected to receive 260 cases.

Stream B is currently not planned.

 

March 31, 2026 – March 30, 2027

A total of 2,750 cases are expected to be received.

Stream A online receipt is expected to be 2,475 cases.

Stream A non-online methods are expected to receive 275 cases.

Stream B is currently not planned.

 

March 31, 2027 – March 30, 2028, March 31, 2028 – March 30, 2029, and March 31, 2029 – March 30, 2030

 

Each year, a total of 2,750 cases are expected to be received.

Stream A online receipt is expected to be 1,235 cases each year.

Stream A non-online methods are expected to receive 140 cases each year.

Stream B online receipt is expected to be 1,235 cases each year.

Stream B non-online methods are expected to receive 140 cases each year.

 

Second, Home Support Class

This class is expected to receive the same number of cases as the Child Care Class.

 

Ultimately, in 2025, a total of 5,220 cases are expected to be received, including 2,610 cases for the Child Care Class and 2,610 cases for the Home Support Class. There are no plans for overseas applications.

 

From March 31, 2026, to March 30, 2027, a total of 5,500 cases are expected to be received, including 2,750 cases for the Child Care Class and 2,750 cases for the Home Support Class.

 

Please understand that this caregiver pilot will be open until 2030, and the goal is to receive applications according to the target quantity each year.

 

Also, for those who were aiming for permanent residence applications through this program outside Canada, it is advisable to consider other options based on the above information. It is unfavorable that there are no plans for overseas candidate applications until 2027.

 

Home Care Worker work permits cannot be applied for outside Canada unless the job offer is received in Quebec. It is essential to understand that this position's work permit application is only available to temporary residents residing in Canada with a study permit or other types of work permits.

 

Therefore, those aiming for permanent residence as Home Care Workers who are overseas and find it challenging to proceed may need to consider entering Canada and applying for a work permit or study permit.
