Ontario’s Skilled Trades Stream Suspended:

 




What You Need to Know Now — And the Alternatives That Still Exist

For many skilled workers hoping to build a new life in Ontario as carpenters, electricians, welders, cooks, or other trade professionals, the latest announcement came as a shock.
Applicants who created their Express Entry profiles and were eagerly waiting for a nomination under Ontario’s Express Entry Skilled Trades Stream (OINP) suddenly learned that the program has been suspended effective immediately.

Based on Ontario’s official announcement (November 14, 2025), here is what happened, why it matters, and what realistic pathways remain available.

 

1. Why the Sudden Suspension?

The Core Reason: Widespread Misrepresentation and Fraud

Ontario’s internal review revealed systemic misrepresentation and/or fraud within the Skilled Trades Stream—specifically around eligibility criteria.

Due to the scale of the issue, OINP concluded that it can no longer reliably verify whether applicants actually meet the program requirements.


This problem is further compounded by Ontario’s reduced nomination allocation for 2025, meaning the province must use its limited nominations carefully and responsibly.

Maintaining a program that cannot be credibly assessed was considered both inefficient and too risky. As a result, the stream has been shut down without delay.

 

2. What Happens to Current Applicants?

All pending applications will be returned

All application fees will be fully refunded

Applicants who already submitted their files will not be processed.
OINP will return every pending application and issue a full refund of the fees paid.

The suspension applies immediately, without transitional measures.

 

3. What Are the Alternatives?

Although this pathway has closed, skilled trades workers still have several viable options.

 

1) Federal Express Entry – Category-Based Selection: Trade Occupations

This is the closest alternative for those who previously qualified under the OINP Skilled Trades Stream.

  • Recent selection score for the trades category: 505 CRS
  • Recent CEC draws: 533 CRS
    → Category-based selection for trades tends to have lower CRS thresholds than general draws.

Eligibility summary:

  • Minimum 6 months of experience in a qualifying trade within the past 3 years
  • Occupations include carpenters, electricians, welders, cooks, plumbers, and more
  • Only one round in 2024: 1,250 ITAs issued, CRS 505

Despite limited rounds, this remains an important federal pathway.

 

2) Other OINP Streams

Ontario encourages affected applicants to explore other streams for which they may qualify.
Note the structural difference between the two program types:

Express Entry-linked (Enhanced) Streams

  • Human Capital Priorities (HCP)
  • French-Speaking Skilled Worker

OINP EOI-based (Base) Streams

  • Employer Job Offer: Foreign Worker
  • Employer Job Offer: International Student
  • Employer Job Offer: In-Demand Skills
  • Master’s Graduate
  • PhD Graduate

Eligibility and competitiveness vary by stream, so professional assessment is highly recommended.

 

3) PNP Programs in Other Provinces

Every province in Canada operates its own Provincial Nominee Program (PNP).
If your strategy has been Ontario-focused until now, it may be worthwhile to:

  • Consider smaller cities or other provinces
  • Explore programs with lower CRS scores or targeted labor shortages
  • Reevaluate which region best aligns with your occupation and experience

Flexibility can significantly increase your chances.
