Express Entry Update: PNP only draw

 




The first EE draw for December took place on the first Monday, and this time it was a PNP-specific draw.

 

Key details from this draw:

Cut-off score: 705
ITAs issued: 676

 

In the previous PNP draw on November 18, only 174 ITAs were issued. This time, the number has returned to the usual range for PNP-specific ITAs with 676 issued.

 

In November, there were a total of six draws, resulting in 5,507 ITAs being issued. This is the third-lowest monthly total for 2024, following 1,499 ITAs in June and 3,280 in January. Notably, there were no draws at all in November 2023.

 

The reason for providing this data is to emphasize how unpredictable IRCC's EE draws have become.

 

In December 2023, a total of 15,045 ITAs were issued. It remains to be seen how this December will unfold.

 

Insights and Observations:

 

  1. Selection Trends After July

Generally, draws from July onwards are thought to reflect planning for the following year.

    • From July to December 2023, 47,118 ITAs were issued.
    • This year, as of today’s draw, a total of 52,888 ITAs have already been issued.

 

While it might seem logical to assume that higher ITAs this year mean fewer selections next year and potentially higher cut-off scores, such assumptions might be too simplistic.

 

  1. Higher ITA Numbers Explained
    • One reason for the increased ITAs is the higher cut-off scores. Many candidates receiving ITAs are unable to secure PR due to failing to meet the documentation requirements, leading to a rise in refusals. This has prompted IRCC to issue more ITAs to maintain intake targets.

 

  1. Looking Ahead to 2025
    While Canada plans to reduce total immigration numbers next year, EE-based programs are unlikely to see reductions. On the contrary, there’s a good chance more ITAs will be issued, providing a basis for potential cut-off score decreases.

 

  1. LMIA Trends
    LMIA applications have significantly decreased since late September. This could mean fewer candidates receiving the 50 immigration points granted through LMIAs, which may also contribute to lowering cut-off scores.

 

Key Focus of IRCC

 

IRCC continues to prioritize candidates already in Canada, particularly those with Canadian work experience or study permits.

 

Advice for Candidates:

  • For those already in Canada: Take advantage of your situation and focus on maximizing your chances.
  • For those outside Canada aiming for PR: Consider coming to Canada on a study permit or work permit to improve your prospects.

 

Canada remains committed to selecting candidates with experience or a connection to the country, so strategizing accordingly is crucial for success.
