πŸ“’ April 28th: Another PNP-targeted Express Entry Draw Held

 




On April 28, another PNP-targeted Express Entry (EE) draw was conducted.

 

Here are the key details of the latest draw:

  • βœ… Cut-off Score: 727
  • βœ… Number of ITAs Issued: 421

 

This was the second EE draw since the removal of additional points for arranged employment (AEO) under the EE Comprehensive Ranking System (CRA). However, similar to the first post-AEO change draw, this round also focused exclusively on candidates nominated through a Provincial Nominee Program (PNP).

 

One notable point in this draw is the trend observed:
Despite the number of ITAs issued being nearly halved compared to the previous draw, the cut-off score actually dropped by approximately 40 points.

This suggests that the number of candidates in the EE pool pursuing immigration through PNP nomination has significantly decreased.

 

Meanwhile, the highly anticipated General Draws and Category-based Draws have yet to resume. As a result, the pool of candidates continues to grow, making it unlikely that cut-off scores will decrease significantly in the near future.

 

There is also growing interest in how the Category-based Draws planned for this year will unfold β€” both in terms of eligibility criteria and selection trends.

The Express Entry system remains difficult to predict, with new variables and uncertainties constantly emerging.

🚨 RCIP Website Down β€” Reflecting the Growing Challenges in Canadian Immigration

 




Before even a week had passed since its launch, the RCIP site for North Okanagan went down due to excessive traffic.

When I tried accessing the site this morning, an error message appeared saying: "509 Bandwidth Limit Exceeded."

It’s a bit disheartening, as it seems to reflect the current reality of Canadian immigration.

 

Given how difficult immigration to Canada has become, this shows how many people are eager to obtain permanent residency, even if it means relocating to a different region.

 

I hope the Canadian government understands this situation clearly.
Without a robust immigration system, it remains difficult for Canada to significantly increase its population in the short term.

Additionally, RCIP and FCIP areas are generally regions where, due to historically low population numbers, infrastructure development has been limited.
Even the website itself couldn't handle the sudden surge in access volume.

 

I sincerely hope that Canadian immigration policies will start to reflect these realities, and that newly launched immigration programs will be supported by better infrastructure in the relevant areas.

 

More RCIP-FCIP areas are continuing to open.

Following yesterday’s brief update on the Rural Community Immigration Pilot (RCIP), we’re excited to share that the North Okanagan–Shuswap region in British Columbia has now officially launched its RCIP webpage, complete with detailed program guidelines.

🏞 About the Program

As with other RCIP communities, applicants must first meet the federal RCIP eligibility criteria:

  • Education: Minimum high school diploma
  • Work Experience: At least 1 year (1,560 hours) of related experience within the last 3 years, or a credential earned in the designated community
  • Language Proficiency: CLB score required based on TEER category
  • Job Offer: From an eligible employer in the community
  • Intent to Reside: Demonstrated intention to settle in the community

 

πŸ“Œ Additional Requirements for North Okanagan–Shuswap

This region adds further requirements to ensure the quality and sustainability of immigration:

  • Wage Requirement: Job offers must meet or exceed the community’s published wage for the applicable NOC
  • Points System: Applicants must score at least 50 points (out of 125) to be placed in the community pool

 

Importantly, not all positions are eligible. Only occupations officially published by the community are accepted. These are divided into five sectors:

  1. Health
  2. Education, Law and Social, Community and Government Services
  3. Sales and Services
  4. Trades and Transport
  5. Manufacturing and Utilities

 

A total of 25 eligible occupations have been released, each with a corresponding minimum wage.
The general minimum wage is $22/hour, while positions like restaurant managers have a higher minimum of $25/hour.

 

🌟 Notable Occupations

The following occupations are particularly worth noting:

  • Early Childhood Educators (ECE)
  • Restaurant Managers
  • Bookkeepers
  • Hairstylists
  • Executive Housekeepers
  • Administrative Assistants

 

It’s also interesting to see a high number of accounting and finance-related roles included.

 

For the fast food sector, the community has capped recommendations at 40 per year, with a limit of 2 per individual employer (RHDYN).

 

🏒 Employer Requirements

The employer’s role is crucial in this pilot. To be eligible, employers must:

  • Have operated the same business in the community for at least two years
  • Provide a full-time, stable work environment
  • Complete two short online training modules (self-directed and can be finished within a day)

 

After completing the modules, employers can request to be registered by emailing the program administrator. Once approved, they’ll receive a designation number, which is essential for participation in the RCIP process.
