There have been significant changes to the
regulations surrounding the LMIA (Labour Market Impact Assessment) process. One
of the biggest updates concerns Low-wage LMIA applications.
There are now specific conditions under
which the government will refuse to process an LMIA application. One key
factor is the unemployment rate in certain regions. In cities classified
as “Metro Areas,” if the unemployment rate is 6% or higher during a
given period, Low-wage LMIA applications cannot be submitted at all.
To manage this process more effectively, the
Canadian government now publishes regional unemployment rates that serve as a
benchmark for LMIA eligibility. These rates remain in effect for a full three
months.
Today (April 4), the new set of unemployment
rates was released and will be valid until July 10. In cities where the
rate is 6% or higher, Low-wage LMIA applications are not allowed during this
period.
According to the announcement, unemployment
rates are relatively high across the board, which means many cities are now
ineligible for Low-wage LMIA submissions.

to recognize that applications will not be accepted until after July 10.
